Who Needs a Finland Transit Visa?

For Turkish citizens travelling from Türkiye, the need for a Finnish transit visa depends on the connection rather than the destination alone. An airport transit visa, known as a Type A visa, allows a traveller to remain in an airport’s international transit area. It does not permit entry into Finland, sightseeing or a stay within the Schengen Area.

Turkish citizens are generally exempt from Finland’s airport transit visa requirement when they remain airside without crossing Schengen border control. However, this does not mean that every connection through Helsinki is visa-free. Passport category, baggage arrangements, terminal access and the complete itinerary must be checked against current official guidance and the operating airline’s procedures.

An Istanbul–Helsinki–Tokyo journey may allow an entirely airside connection. An Istanbul–Helsinki–Paris itinerary is different: the flight to Paris is an internal Schengen service, so entry checks take place in Helsinki. Turkish ordinary passport holders would therefore normally need a valid Schengen visa or another document permitting entry. Separate exemptions may apply to special, service and diplomatic passports.

Application Requirements

Before preparing an application, establish whether a Type A visa is relevant at all. Collecting checked baggage, checking in again landside, changing airports or using a hotel outside the transit area may require entry into Finland. Where entry is necessary, a short-stay Schengen visa may be required unless the traveller qualifies for an exemption.

If an airport transit visa is required, applicants must provide an eligible passport, evidence of onward travel and documents demonstrating that they meet the destination country’s entry conditions. Passport validity, issue date and blank pages should meet the applicable official checklist. Evidence of residence in Türkiye and arrangements for funding the journey may also be requested.

  • Check the final destination’s visa or residence permit requirements.
  • Make sure flight details and supporting documents are consistent.
  • Assess itineraries involving two or more Schengen airports separately.

A through-ticket can simplify a connection, but it does not automatically remove border formalities. With separate tickets, ask whether baggage can be checked through and whether onward boarding passes are available airside. Overnight connections also depend on the airport’s opening arrangements and whether passengers can remain in the international transit area.

Application Steps

Start by reviewing every flight segment, the passport being used and the documents required at the destination. If a visa is needed, establish whether Finland is responsible for examining the application. For a journey involving several Schengen destinations, arriving in Finland first does not necessarily make Finland the appropriate country of application.

  1. Verify connection arrangements with the airline and official Finnish sources.
  2. Identify the correct visa category and authorised application channel.
  3. Complete the current form and gather category-specific documents.
  4. Attend the appointment and provide documents and biometrics where required.
  5. Respond to further requests and check the visa details after passport collection.

The application should describe the intended connection clearly. An itinerary presented as airside transit may need further explanation if it includes a landside hotel or incompatible flight times. Buying a ticket does not establish entitlement to a visa, so consider cancellation and amendment conditions before making non-refundable commitments.

Appointments and Biometrics

Where an application is necessary, use the appointment channel currently designated by Finland for applicants in Türkiye. Availability may vary with seasonal demand. An application centre can receive documents and facilitate submission, but the decision remains with the competent Finnish authorities.

Fingerprints and a photograph are collected according to the applicable requirements. Fingerprints recorded for a previous Schengen visa within the last 59 months can generally be reused, although a fresh collection may be requested. Children under 12 are exempt from fingerprinting. This exemption does not automatically remove document requirements or any obligation to attend in person.

Processing Time

An admissible visa application is normally examined in approximately 15 calendar days. Additional checks, an interview or further evidence can extend processing to around 45 calendar days. Appointment waiting times and passport delivery are separate from the examination period. Applications can generally be lodged up to six months before travel, so allowing time for preparation is advisable.

Reasons for Refusal

An unclear transit purpose, insufficient evidence of admission to the final destination, unreliable documents or inconsistencies in the itinerary may lead to refusal. Selecting an unsuitable visa category can also affect the application. If refused, review the decision notice for the stated reasons and available review procedures. Addressing the underlying issues matters more than simply resubmitting the same documents, and a fresh application does not ensure a different outcome.

Application centre charges and optional services may be billed separately, and amounts collected in Türkiye can vary with exchange rates and payment arrangements. The application fee is generally not refunded following refusal. No visa fee is due solely for an airside connection that qualifies for a visa exemption.
