Do not assume that a 214(b) refusal creates a single mandatory waiting period for every applicant. The more useful question is what has changed since the previous application and what relevant information the next application would establish. Time passing, obtaining a new photograph, or rearranging documents does not itself amount to a significant change. Genuine developments in employment, education, funding, or travel plans should be assessed in context. Check the relevant US embassy or consulate's current application procedures. Readiness should be based on accurate information and relevant evidence, not on an assumption that waiting a particular interval will produce a different result.
