Does an issued visa ensure entry to the United States?

A visa allows you to travel and request admission; border officials decide whether to admit you. Carry your passport, valid visa, and appropriate I-20. New F1 students can generally enter no earlier than 30 days before the program start date; verify current rules before traveling.
