What is NZeTA and why can't Turkish citizens use it?

NZeTA (New Zealand Electronic Travel Authority) is an electronic travel permit required for citizens of visa-waiver countries before entering New Zealand. Since Turkey is not a country with a visa-waiver agreement with New Zealand, Turkish citizens cannot apply for NZeTA; instead, they must apply for a visa appropriate for their travel purpose.
